What the product description says
“Doll Skin Genius Tinted Moisturizer With Niacinamide”
Source: Ulta

This product can help improve hydration of the skin with the two types of ingredients.

The first type is called “humectants”:
these ingredients help attract water. When humectants are on the surface of the skin, they “pull in” the moisture from the outside environment, or from within deeper layers of the skin. The following ingredients in this product do the job: glycerin, rice amino acids.

This product also contains ingredients called “occlusives”. They help reduce the speed with which our skin loses moisture to the outside environment. These ingredients also help soften the upper layer of the skin, so it feels less tight and nicer to the touch. The following ingredients in this product do the job: dimethicone, methicone.

Cetyl dimethiconeKey active· EmollientEffect: HighA type of silicone. Helps soften the upper layer of the skin and creates a nice, light product texture~0.65–0.95%
Sodium hyaluronateKey active· HumectantEffect: HighOne of the best moisturizing ingredients. Attracts water into the upper layer of the skin~0.25–0.5%
Althaea officinalis root extractKey activeEffect: HighA plant extract that can help attract water to the upper layer of the skin and might help to reduce inflammation~0.25–0.45%
Rice amino acidsKey active· HumectantEffect: HighHelp attract water to the upper layer of the skin~0.25–0.45%
InulinKey activeEffect: HighHelps attract water to the upper layer of the skin. Is claimed to support the growth of "good" bacteria in skin (as a "prebiotic"), but the research is lacking~0.25–0.5%
DimethiconeKey active· Emollient, OcclusiveEffect: HighA silicone that helps to reduce water loss from the surface of the skin. Can temporarily "fill in" lines and wrinkles, absorb oil, and create a nice product finish~5.6–6.9%
MethiconeKey active· Emollient, OcclusiveEffect: HighA type of silicone that helps soften the upper layer of the skin and reduces the water loss from the skin surface~0.3–0.55%
Collagen amino acidsKey activeEffect: HighHelp attract water to the upper layer of the skin, soften it and support the skin barrier function~0.25–0.45%
GlycerinKey active· HumectantEffect: HighOne of the best moisturizing ingredients. Naturally present in skin. It attracts water to the upper layer of the skin working as a humectant~3.1–3.8%
Hydrogenated castor oilKey active· EmollientEffect: MediumA plant oil that can help soften the skin. It might be helpful in calming down inflammation, but solid research is lacking. Is often used in lip products to create the needed product consistency~1.5–1.8%
Dicaprylyl carbonate· EmollientEffect: LowHelps products spread more easily and works as an emollient to soften skin~0.45–0.65%
Isononyl isononanoate· Emollient, OcclusiveEffect: LowForms a protective film on the surface of the skin to prevent moisture loss. Gives a velvety feel to products while reducing tackiness~4.5–5.5%
Octyldodecanol· EmollientEffect: LowAn emollient that helps to soften the skin and create a pleasant product texture and stabilize the formulation~1–1.2%
Caprylyl glycol· Humectant, EmollientEffect: LowHelps preserve products and creates a nice product texture~0.55–0.85%
Cetyl peg/ppg-10/1 dimethiconeEffect: LowA type of silicone that helps water and oil mix together. Can help to soften upper layer of the skin~1.7–2.1%

The concentration of about 2% is effective for supporting the skin barrier and evening out the skin tone. Concentration of 4-6% is better for helping with acne and balancing the sebum production~0.25–0.5%
Caprylic/capric triglycerideUnder-dosedEffect: HighA good mix of fatty acids that forms a protective layer on the skin. Improves the shelf life of products. Derived from coconut and glycerin~0.3–0.6%

This product contains antioxidants (camellia sinensis extract) that might be able to help neutralize free radicals in skin to lessen the damage it gets from the UV light (sun). There is not enough evidence to confirm their effectiveness in skin though.
