What the product description says
“Vitamin E Hand And Body Lotion contains Vitamin E which is a well-known, powerful antioxidant with great anti-aging properties.”
Source: Feelunique

This product contains tocopherol. This ingredient help neutralize free radicals in skin. By doing so, they might be able to prevent early signs of aging (like fine lines and wrinkles), at least to some extent. These ingredients will not be able to "reverse" signs of aging.

What the product description says
“HealthAid has formulated this lotion using high quality natural Vitamin E, which is readily absorbed, non-greasy and helps keep the skin healthy, moisturised, nourished and radiant looking.”
Source: Feelunique

Does not contain the most effective ingredients for moisturization. The emollients (cetyl alcohol, prunus amygdalus dulcis oil) can help soften the upper layer of the skin. Keep in mind though that this product lacks humectants that attract water. You might want to use a separate product with ingredients like hyaluronic acid or glycerin in addition (use before this product for the best results).
