I think reducing the number of products and actives in your routine could help you manage both rosacea and acne better. You are using a lot of exfoliants, and it could aggravate your rosacea (and also make the skin more inflammation-prone which is one of the ways we get acne).

I'd almost recommend you to re-set your routine completely. It would mean choosing 4 super gentle products and following this simplified routine for a couple of weeks. Then you could slowly start introducing 1-2 actives one a time to make sure not to overload your skin and also to be able to assess the impact on your skin for each product. With rosacea, you definitely don't want anything irritating.

In terms of a reset routine, this could be an example: https://whatsinmyjar.com/posts/942/routine-makeover-extra-gentle-routine-for-sensitive-skin. You could still use your Azelaic Acid booster with it, just once per day. Just keep in mind that it also contains salicylic acid - in case your rosacea isn't getting better with this re-set routine, try an azelaic acid product without salicylic (like this: https://whatsinmyjar.com/product/naturium-azelaic-acid-emulsion-10). You could keep using your Paula's Choice BHA Gel exfoliant as a spot treatment directly on inflamed blemishes.
