makeup remover as cleanser?

so after going wrong with a ton of cosrx products due to the products containing butylene glycol

i tried to replace it by skincare products without this (to me) harmful ingredient that made me break out

is it ok to use the makeup remover by hada labo as a regular step 1 oil cleanser even if i don't wear any makeup ever is this overkill?
