What the product description says
“Completely absorb into all skin types to hydrate without clogging pores .”
Source: Sephora

This product can help improve hydration of the skin with the two types of ingredients.

The first type is called “humectants”:
these ingredients help attract water. When humectants are on the surface of the skin, they “pull in” the moisture from the outside environment, or from within deeper layers of the skin. The following ingredients in this product do the job: algae extract.

This product also contains ingredients called “occlusives”. They help reduce the speed with which our skin loses moisture to the outside environment. These ingredients also help soften the upper layer of the skin, so it feels less tight and nicer to the touch. The following ingredients in this product do the job: cocos nucifera oil, squalene.

PhytosterolsKey active· EmollientEffect: HighLipids that work as an emollient and can be helpful in repairing skin barrier function~0.45–1%
SqualeneKey active· Emollient, OcclusiveEffect: HighAn oil that is naturally part of skin sebum that helps to soften its upper layer, reduce water loss and neutralize free radicals. It might be comedogenic. Avoid applying large concentrations (or pure oil) before sun exposure as oxidized squalene can clog pores and lead to skin irritation. Today squalene is mostly derived from vegetable oils or synthetized by yeast~1–1.5%
Cocos nucifera oilKey active· Emollient, OcclusiveEffect: HighAn emollient. Found to be as effective as a moisturizer for dry skin as mineral oil. Could be comedogenic~0.5–1.2%
Phytosteryl macadamiateKey active· EmollientEffect: HighHelps soften the upper layer of the skin~0.5–1.15%
Jojoba estersKey active· EmollientEffect: HighAn emollient made of jojoba oil. Helps soften the skin and support its barrier function~4.6–7%
Algae extractKey active· Humectant, EmollientEffect: HighPlant extract that helps the skin to attract water and make it more smooth for touch. Also shows promise of anti-aging properties, but research is not extensive yet~0.4–0.95%
Passiflora edulis seed oilKey active· EmollientEffect: HighA good emollient helping to soften the skin. Might have some anti-oxidant properties. Adds a fragrance to the product~1.7–2.5%
IsododecaneKey active· Emollient, OcclusiveEffect: MediumAn emollient that helps soften the skin and can decrease moisture loss. Helps create a nice product texture~6.8–10.2%
Neopentyl glycol diheptanoate· EmollientEffect: LowHelps soften the upper layer of the skin and create a nice product consistency~22–33%
Glyceryl caprylate· EmollientEffect: LowAn emollient that can also help water and oil mix together, as well as prevent bacteria growth in products~2.9–4.3%
TocopherolEffect: Low, below effective dosePure form of vitamin E. Can help moisturise and protect the skin from free radicals. Often used to help stabilise other ingredients or the formula itself~0.55–1.3%
Anti-oxidation
Not advertised by the brand · Squalene, Tocopherol
Moderate evidence

This product contains antioxidants (squalene) that might be able to help neutralize free radicals in skin to lessen the damage it gets from the UV light (sun). There is not enough evidence to confirm their effectiveness in skin though.
