"Softlips - Pearl Tinted Lip Balm SPF 15" does not provide enough UVA protection. UVA rays do not cause sunburn, but still damage the skin, leading to early signs of aging and pigmentation issues.
This sunscreen uses a mixture of both mineral and organic (so-called "chemical") UV filters. The organic filters in the product are: octinoxate and octisalate. As for the mineral filters, this sunscreen uses titanium dioxide.

This product can help soften the skin and reduce its moisture loss with emollients and occlusives: bis-diglyceryl polyacyladipate-2, copernicia cerifera wax.
Keep in mind that this product does not contain effective ingredients to attract water to the upper layer of the skin. This is why an additional product with humectants like glycerin or hyaluronic acid can be helpful (apply it before this product for the best results).
