What the product description says
“This ultra nourishing formula keeps lips looking hydrated, healthy, and replenished with a powerful blend of ingredients that lock in moisture and help skin recovery.”
Source: Ulta

This product can help soften the skin and reduce its moisture loss with emollients and occlusives: caprylic/capric triglyceride, helianthus annuus seed oil.

Keep in mind that this product does not contain effective ingredients to attract water to the upper layer of the skin. This is why an additional product with humectants like glycerin or hyaluronic acid can be helpful (apply it before this product for the best results).

The following ingredients in this product are especially good for supporting the skin barrier and helping with the hydration level: ceramide np, palmitoyl tripeptide-1, petrolatum

Ceramide npHero· EmollientEffect: HighA type of lipid similar to ceramides naturally present in skin. Helps to soften the upper layer of the skin and supports the skin barrier function to keep it hydrated. Can help to prevent inflammation in skin~1.1–1.7%
Palmitoyl tripeptide-1Hero· EmollientEffect: HighA type of peptide. Peptides are excellent moisturizers and might be able support collagen production reducing fine lines and wrinkles~0.1–0.35%
PetrolatumHero· Emollient, OcclusiveEffect: HighOne of the most effective and the most studied occlusive ingredients that creates a protective layer on top of the skin preventing moisture loss~23–34%
CholesterolKey active· EmollientEffect: HighAn emollient that is naturally found in skin~2.2–3.3%
Helianthus annuus seed oilKey active· Emollient, OcclusiveEffect: HighA great emollient due to its high linoleic acid content. One of the most effective plant oils in helping skin hydration and repairing skin barrier function~0.35–0.8%
Caprylic/capric triglycerideKey active· Emollient, OcclusiveEffect: HighA good mix of fatty acids that forms a protective layer on the skin. Improves the shelf life of products. Derived from coconut and glycerin~5.2–7.8%
Cetearyl alcoholKey active· EmollientEffect: MediumA non-drying alcohol. Works as an emollient. Helps water and oil mix together and creates a nice product texture~3.7–5.5%
Olea europaea fruit oilKey active· EmollientEffect: MediumAn emollient that helps soften the skin but is not effective for restoring its barrier function. Might be helpful to calm down inflammation~1.2–1.9%
Ethylhexyl palmitateKey active· EmollientEffect: MediumAn emollient that helps soften the skin and create a nice product texture~1.8–2.7%
Tribehenin· EmollientEffect: LowUsed to create a thicker product consistency and soften the upper layer of the skin~0.45–1.05%
Caprylyl glycol· Humectant, EmollientEffect: LowHelps preserve products and creates a nice product texture~0.4–0.9%
Octyldodecanol· EmollientEffect: LowAn emollient that helps to soften the skin and create a pleasant product texture and stabilize the formulation~6.2–9.3%
Stevia rebaudiana extractEffect: LowA plant extract that adds a sweat taste to products (for example, for lip products). Might help to attract water to the upper layer of the skin and have some anti-oxidant effect~0.15–0.55%
Lactic acidUnder-dosedEffect: HighAn exfoliating and moisturizing alpha-hydroxy acid (AHA). Typically causes less irritation than other AHAs, for example, glycolic acid. At high concentrations (about 15%), lactic acid can help reduce lines and wrinkles. Recent studies show that lactic acid can support the "good" bacteria living on skin's surface (healthy skin microbiome)~0.05–0.25%
TocopherolEffect: Low, below effective dosePure form of vitamin E. Can help moisturise and protect the skin from free radicals. Often used to help stabilise other ingredients or the formula itself~0.55–1.35%

Moderate evidence
What the product description says
“Targets visible volume loss, damage and lip wrinkles”
Source: Ulta

This product contains palmitoyl tripeptide-1. This ingredient might be able to help reduce and prevent fine lines and wrinkles, improve skin elasticity and firmness, but there is not enough evidence that it actually works.
