What the product description says
“Gentle but nutritive extracts of Ginkgo Biloba and Green Tea boost your natural glow, while Cotton and Rice Oils moisturize and hydrate skin.”
Source: SmallFlower

This product can help improve hydration of the skin with the two types of ingredients.

The first type is called “humectants”:
these ingredients help attract water. When humectants are on the surface of the skin, they “pull in” the moisture from the outside environment, or from within deeper layers of the skin. The following ingredients in this product do the job: glycerin, dextrin.

This product also contains ingredients called “occlusives”. They help reduce the speed with which our skin loses moisture to the outside environment. These ingredients also help soften the upper layer of the skin, so it feels less tight and nicer to the touch. The following ingredients in this product do the job: oryza sativa bran oil, cetearyl alcohol.

Shea butter ethyl estersKey active· EmollientEffect: MediumHelps soften the upper layer of the skin~4.8–7.2%
GlycerinKey active· HumectantEffect: HighOne of the best moisturizing ingredients. Naturally present in skin. It attracts water to the upper layer of the skin working as a humectant~3.4–5.1%
Cetearyl alcoholKey active· EmollientEffect: MediumA non-drying alcohol. Works as an emollient. Helps water and oil mix together and creates a nice product texture~2.2–3.3%
Oryza sativa bran oilKey active· EmollientEffect: HighHelps soften the upper layer of the skin and might have some anti-oxidant properties~1.3–2%
Gossypium herbaceum seed oilKey activeEffect: MediumCottonseed oil. It is used as an emollient and occlusive in products. It is rich palmitic, oleic acid, and linoleic fatty acids.~1–1.6%
Glyceryl stearate· EmollientEffect: LowAn emollient that softens the skin and forms a protective layer on its surface. Helps water and oil mix together~2.1–3.2%
Camellia sinensis leaf extractEffect: LowCan contain potent anti-oxidant compounds (abbreviated ECG, GCG, EGC, and EGCG) that might help protect the skin from free radicals. Can help calm down inflammation and has some anti-bacterial properties. Unfortunately, these antioxidants are unstable and lose their effectiveness very quickly in products. The concentration of the antioxidant compounds in the extract also tends to be low to be effective in topical formulation~0.45–1.1%
Glyceryl undecylenate· EmollientEffect: LowHelps oil and water mix together and helps preserve the product formulation~0.4–0.9%
Glyceryl caprylate· EmollientEffect: LowAn emollient that can also help water and oil mix together, as well as prevent bacteria growth in products~0.35–0.85%
Dextrin· HumectantEffect: LowA sugar that is used to stabilize the product formulation. Can help attract water to the upper layer of the skin~0.1–0.4%
LecithinEffect: Low, below effective doseUsed mostly for creating emulsions - helping oil and water mix together. Helps soften the upper layer of the skin~0.15–0.65%
TocopherolEffect: Low, below effective dosePure form of vitamin E. Can help moisturise and protect the skin from free radicals. Often used to help stabilise other ingredients or the formula itself~0.15–0.55%

May help

This product contains antioxidants (camellia sinensis leaf extract, ginkgo biloba leaf extract) that might be able to help neutralize free radicals in skin to lessen the damage it gets from the UV light (sun). There is not enough evidence to confirm their effectiveness in skin though.
