Hello Aldian! I haven't personally used azeclair (the inci name for the ingredients is Potassium azeloyl diglycinate (https://whatsinmyjar.com/skincare-ingredients/potassium-azeloyl-diglycinate), but I think it is a good ingredient to try, especially if you don't like using azelaic acid because of texture (products with potassium azeloyl diglycinate can have a nicer texture).
This ingredient is less studied than azelaic acid, but it's very likely that it can for for reducing redness, pigmentation, as well as blemishes. There are claims that it is more bio-available and more effective than azelaic acid, but I haven't seen a study.
What we don't know it the effective concentration of the potassium azeloyl diglycinate - you probably don't want to try anything with less than 10% if you are after the skin tone benefits. The bottom line i think is: if you have access to a product with the concentration of potassium azeloyl diglycinate at about 10%, then go for it (it would probably take at least 6 weeks to see any results), but I wouldn't go out of my way to get it if I could get a 10-20% azelaic acid product.
