What order should I layer my treatments? Should I use hyaluronic acid before or after chemical exfoliator?

Should I use Faded by Topicals as an exfoliator? Would it be better to use Faded and my retinol on alternating nights of the week? Should I use more than one discoloration treatment at one time or will that damage my skin barrier?

Faded from Topicals is not an exfoliant, it shouldn't damage the skin barrier and it is ok to use it daily (for example, AM every day). It contains a good concentration of niacinamide, so you don't really need an extra niacinamide serum. I'd also say could leave out the hyaluronic acid serum, the same actives are already in your moisturizer. If your skin doesn't feel sensitive atm, you could use the retinol serum every other night to get more retinoid benefits. You could also skip the morning cleanse to reduce the stress on the skin barrier.
