In terms of "repairing" actives, a retinoid product could be a good option for you. Retinoids can help agains acne and signs of aging at the same time, so they are a very good choice for adult acne. You can find a product that can be applied under eyes as well, but you'll need to be very-very careful with it, because the skin in the eye area is very prone to irritation.
If you'd be just starting with a retinoid, I'd recommend 2 different product: one for the eye area only (more gentle, less concentrated but also more expensive unfortunately), and then a slightly stronger product for the rest of the face. It is a good idea to start the retinoid (both the eye cream and the all-face product) every other night to let your skin get used to it. Most people prefer applying it at night, after cleansing. It can go on before or after your niacinamide serum.
