The causes of milia are not fully understood, but it is very unlikely that topical products can cause milia. It can be caused by steroid creams and other strong topical drugs. In rare cases, it can be causes by skin allergy (allergic dermatitis), but most cases are due to genetics.

Overall, the skincare advice with milia is retinoids + sunscreen + mild exfoliation - while avoiding skin irritation. Your routine looks good - as long as your skin can tolerate it well. You could consider increasing retinol slowly to every night - it might mean less exfoliating products, at least in the beginning.

If milia truly bothers you, a procedure in a derm's office can help solve the existing cosmetic issues. Unfortunately, it won't guarantee that the bumps won't re-appear... A derm might also prescribe you tretinoin (a potent form of retinoids, it's available on prescription only in most countries).
