Could this be considered acne, or just a sensitive skin issue?

I have some blemish spots on my cheeks. Always there, no matter how hidrated my skin is. Is this issue considered to be acne, or is this a result of my very sensitive skin?

I have sensitive and dry combination skin and only use vegan and cruelty free skin care products.

What can I do?

The lighting in the picture is a bit weak, but looks more that the issue is irritation (which can promote acne too). What skincare do you use atm?

After bath, I tone with fermented complex by purito, then vitamin C and Q10 by Inkey list and finally moisturize with A-Derma complete care anti blemish

P.M.

Double cleanse with true care cleansing oil and hemish green foam, then apply the ordinary's mandelic acid, Mádara superseded radiant energy and finish with D'aveia souple intensive.

This is a fairly recent routine, but truth be told, I've had my skin looking like this for years....

I think it’s a good idea to dial your routine down to pure basics for a few weeks to see if your skin improves. It would be just a spf or moisturizer +sunscreen in the AM, and then one step gentle non-foaming cleanser + moisturizer in the PM. If you’d like, to help with blemishes, you could also add an azelaic acid cream/serum once a day either AM or PM (before a moisturizer). This regime should help reset your skin and give it time to restore its barrier function. In a couple of weeks you could consider adding a retinoid product 1-2 a week first, and if it goes well slowly increase it to every other day or even every day
