That pH adjusting toners work, or that they make actives more effective. And that you need to wait 10-15 minutes to put other products after your active(s). There’s little evidence to support that. The few studies that look at pH of actives are applied to clean pig skin that is not pH adjusted. Also, it takes your skin 6+ hours after washing (even with a low pH cleanser, which evidence doesn’t really support is necessary) to return to baseline pH, so waiting 10-15 minutes after actives isn’t doing anything most likely.
