For me serum is better.I don't like the oily feeling on my skin.

Sadly there is no one clear answer to this - it depends on a formulation. Oil, serum, and cream/lotion formulations can include stabilized encapsulated forms of retinol - the format that gets the retinol goodness delivered to our skin best. Brands that use encapsulation technology usually advertise it on the packaging and product description - look for terms like "encapsulated retinol" or "liposome delivery", and of course, check that you are happy with the percentage of retinol (for the concentration, look for the percentage of retinol as such, don't take the percentage of a "retinol complex" etc - "complex" means that the substance has only a fraction of actual retinol in it).
