It is cottonseed oil. It is a good emollient and also works as an occlusive (forms a protective layer on the skin surface and helps it to retain water). One of the best things about it is high linoleic acid content - linoleic acid is excellent in supporting skin barrier. It can be comedogenic for some people if used in high percentages, but I wouldn't worry about it if there is around 5% or less of it in a product.
