What should I add to my routine?

I’m currently suffering from acne (see attached photo), and I’m scared to add more products to my routine (currently just using Cerave smoothing cleanser and smoothing cream) in case they make the problem worse. My skin feels clogged and bumpy, and I have dark circles under my eyes. I’m looking for something inexpensive, not too different from the cost of Cerave products. Even better if I can find them in my local Boots or Superdrug!
