A few questions ..

I have really bad dark circles also and I've noticed the skin under my eyes getting very sensitive and dry but the routine builder didn't ask me much about that and no products were recommended. Any suggestions?

AM - Everyday

Start slowly with this product: it can be irritating, but your skin can adjust to it with time. It is best to start using this product only once a week for the first few weeks. Mild dryness is normal when starting using a retinoid. Once your skin is able to tolerate the product well, you can increase the frequency of use to twice, and even three times a week. Make sure to apply a moisturizer regularly when using this product. Apply this product on clean skin, before a moisturizer. Most people prefer using this product at night, but it can be used in the morning as well.

What are you using in the eye area? It does sound like you might be getting an irritation from skincare (makeup remover?) or makeup...

I think it might be from the concealer I was using (Fit Me by Maybelline) which I already got rid of. However, I do still see that the undereye area is very puffy and sensitive still. I'd also like something for my dark circles which bother me a lot. For makeup remover I usually do Garnier's Micellar water and the cleansing balm by Versed. I have been using these two products forever and never had an issue so I do believe the problem was with the concealer.

Another question regarding this routine is that the Serum is listed after the Sunscreen. Shouldn't it be before moisturizer and sunscreen be the last step on the routine? Also, on the days where I use the Azelaic Acid Suspension should I use it prior to the serum or after it and before moisturizer and sunscreen? The order just feels a little off to me, unless I'm missing something.

The PM routine order is also a little confusing. When using the Skin Booster vitamin shot twice a week should I use it after the serum and before the Effaclar Adapalene? Or should I use those two before the moisturizer?

Hyaluronic Acid and Matrixyl can be used on the eye area (and face). They can be used together with no issues.
